The point I'm making is that it is indeed a (significant) downgrade to go from a club of such prestige as Inter to one like Wolves, but at the same time, from a personal/selfish standpoint, it's a huge improvement going from Serie A to Premier League. The level of standard in the English Premier League is by far higher than any other league. Swansea, Stoke and West Brom would fairly easily be mid-table teams in La Liga, Serie A, and probably fight for European football in Eredivisie and Bundisliga. Even looking at the representation for World Cups, the majority come from the Premier League. (In 2014, Serie A was second, and probably would be second again this year if Italy had qualified). The aggression, tempo, and physicality in the EPL are superior than all of the other major leagues in Europe. Almost all of the former players who have played both in England and abroad agree that it is the toughest league to play in.
I'm not comparing Chelsea to Wolves, but the argument put forward was that Cancelo was not ambitious enough for Inter because he'd choose Wolves over playing in the Champion's League. When looking at it in simple black-and-white, it's absolutely no different from saying that Hazard isn't ambitious because he's choosing a team who aren't play Champion's League next year when he could easily move to a Champion's League team.
