Frosinone will be fighting for their lives to stay up. If Fabbian is good enough, they’ll use him.The dry loan is the best option for Inter. But, there is one big but. It's risky. Frosinone will use him only when they have to, or if he significantly improves their team. Nobody wants to develop other teams' youngsters and then just send them back. I'm afraid that he won't have much playing time if he goes on a dry loan.

I don't totally disagree with you though, if he can secure first team football then go for it but if we need midfielders it may be wise to keep this talent with us.
