Yes in some countries they do that because some prefer not to drug (anesthetics) a newly born baby since it's a minor surgery and not that painful (some babies don't even cry).

I've never heard of straps, I've heard of nurses holding down the baby but I suppose straps can be used too.

It usually depends on preference of the doctor and parents of the baby.

its not that bad as a baby i think. it gets worse as you get older i got mine when i was 12 and it fucking hurt so i feel sorry for ppl who get it done when they are fully grown men.
