It will let hair follicles that are weak but are still there recover over time and go back to full strength. It won't regrow hair where you've already fully lost it.

If a guy takes too strong of a dose it can give him ED etc until the dose is lowered or removed all together.

And I don't think that's necessarily true. A surgeon won't operate on your head until you've taken finasteride for a full year, and then when you do get a hair transplant you have to take that prescription forever.
