I haven't seen the official guidelines but if they are similar to UEFA then I think it's fine. I think 25 is the ideal squad number so you don't have teams with outrageous numbers of 1st team players on the books like Parma did.

Just cause inter may struggle to meet it them cause they want overpaid veterans on the bench doesn't mean the rules are stupid.
