I believe so, at least in Portugal it´s like that.

If it´s just a foul for a yellow you can´t use VAR, if it´s a red card you can.
On the other hand if you give a yellow but it´s a clear red then VAR can be used, which is odd and kinda goes in the opposite direction as what I said before but this happened for Porto yesterday.
In the last plays of the game a through ball was send to the back of the defense, our player got the front of the play and passed the last defender, he grabbed him and he went down. Clear red, the ref only showed yellow. The play moved on and on the next stop the ref stopped, checked VAR and showed the red card.
I thought it was only possible to do that in case of an aggression.

I doubt anything could be made. Although last match was the biggest joke ever tbh. 1 offside goal on 13' (was at least TWO METERS offside), 1 VAR usage against the rule (you are not allowed to use VAR for a yellow card decision ffs), 1 harsh red card on 15', 2 red card denials, 1 penalty denial.

If the ref made it against both teams, then we can excuse of his low level of brain reactions to catch up with the match rhythm. In this case Orsato is a FIFA level ref...his intentional mistakes were like "hey black-white dudes please take this gift. I already spoon-fed that to you". Ridiculous.
