Right, I remembered the rule changed, not always automatically red card but

Where a player commits an offence against an opponent within their own penalty area which denies an opponent an obvious goal-scoring opportunity and the referee awards a penalty kick, the offender is cautioned if the offence was an attempt to play the ball; in all other circumstances (e.g. holding, pulling, pushing, no possibility to play the ball etc.) the offending player must be sent off.

To be not sent off, in case of obvious chance, you have to commit foul outside penalty area and not hand ball.

So yeah red card

I understand your frustration, but even the slightest contact on a player in fast motion makes a big impact on his advancement further. Tomori was obviously putting his hand on Mount's shoulder not once but twice. I think that's enough evidence for the ref to make the call.
