I thought about this a lot and I think it's fairly possible City could try redeem Brozo:
Facts are following:
-City is in hunt for a more defensive MF who could play instead of Fernardinho.
-They failed to get Jorghinho (it seems pretty apparent considering Sarri + him in one deal rumor and Conte sacked today judging from players opinion).
-They got more than his option to spend on a player.
At the same time, it does not seem like there are more plausible options. Veratti was rumored to leave PSG so maybe that could be a thing. Kovacic may still be an option, but why would they buy him instead of Brozo who also has a fixed price tag and no negotiations with parent club are required? I don't see any other big names that could possibly be their target, that is players that are stars and are younger than, let's say, 27-28.
Of course, this is just my theory. But I think it makes a lot of sense and it could happen, which only makes me more upset that Inter didn't try to sign a new contract with him prior to the world cup.
