We'd probably be ahead of Barca, just given what's LIKELY to happen to them this window, but I think we're still not strong enough as an overall team. As a team, I think we'd definitely be behind Liverpool, City, Real, Bayern... you'd argue about PSG and Juve...
Maybe the bottom side of those 8 teams.

I'm not saying you're wrong, per sé, but I'll also just add that Liverpool went from not being in the CL in '16-'17 to being a concussed goalkeeper and mangled Salah away from potentially winning it in 2018 (and then completed the job a year later). This kind of stuff happens in sports all the time where we talk about windows opening and closing and the timelines upon which they should happen, and then it turns out that, often times, a window opens up earlier than expected, and windows also often closer sooner than expected as well. With a strong transfer window, who might not suggest this team, with perhaps a stroke of luck or two along the way (as most finalists often get, mind you), couldn't make a real run at it next year if they had someone like Messi in tow?
Whether this team is built to compete for that without Messi isn't the point in this scenario, because, if you were to sign him, well, you wouldn't have to try to win it "without" him, would you?
I thtink the point I'm trying to make, though, is about us having a reasonable expectation to win the CL. There's always 'fluke' runs in the CL, but when I do my forecast for 20/21 and include Messi, I'm not *expecting* a great CL run just because we have Messi.
Also, given with Barella, Sensi, Tonali, Hakimi, Bastoni, Lautaro, I think that's a team that will need another year or two to keep growing to get closer to their top potential. Plus, Messi will take time to adapt to being a LWB.
To be fair, too, that Liverpool side was carefully crafted with a lot of Machine Learning and years of work. It's no fluke per se, and I dont think Inter are anywhere near that yet. We dont have the spending power. Thats why I'm keen to stress an actual plan to win the CL is like a 5 year plan if you're not in the CL. First you need to get into it, then you spend a couple of years in the group stages, a couple of years in the knock outs (quarters ideally), and you've got the recurring and guaranteed revenue that allows you to invest to go for the top spot.
Just by featuring int he CL Knock outs we made like 60m in prize moneyy, who knows what from sponsorship. Dont forget Pirelli will change at the end of next season too. The difference between our revenue and the top sides in the CL isnt like 20%, its like 200-300%. We're probably 150-200mil recurring revenue a year behind some of those guys, and that all directly translates into salaries and transfer fees.
