To be fair I think a lot of these guys were thinking talents that are trying to break through. Icardi and Kovacic are already established starters in a big club. Players like Romagnoli, Belotti, and Rugani are still making their name.
My beef with italian football, and this little graphic is a good example, is that it seems talents only break through by chance or necessity not by design. Romagnoli was not rated that highly until he went to Sampdoria and got first team minutes consistently this season. But if Samuel accepts their offer and joins Sampdoria instead of Basel, I bet Romagnoli never sees game time. Instead they would play a Samuel - Silvestre pairing, half theses guys would never name him, and it's like he never exists.
Italy needs a better way of identifying the top talent and making sure that those players get opportunities instead of just waiting for talent to find them by chance or luck. How is it that Bianchetti is the captain of the U21 national team and has 0 appearances for his club this season? Yet Rugani and Romagnoli are the super talents with plenty of Serie A minutes. If that's the case they should be in the U21 national team starting over Bianchetti so they are pushed to grow faster. And if they aren't better then him and he deserves his spot there needs to be an actual effort to give a more talented player a chance to break through at senior level.
