In some ways it makes sense but it also doesn't make sense not to use A) your best midfielder and B) the best signing you've made in years and arguably a better player than the other attackers.

It does make sense, for a couple reasons.
One, Shaqiri still can't do 90 mins, as Mancini said, so it'd be wiser to sub him in later if we need him to avoid any injury from over-playing.
Second, there's something really cool about getting your first start in the San Siro.

To be serious. Shaqiri complained about not playing enough in Bayern München, so we shouldn't be worried about overplaying him atm only in case if he is injuried a bit.
