I like De Paul's skill set, work rate and versatility, which are characteristics that our current attack lacks. Assuming Marotta is behind this, I'm giving him the benefit of the doubt.

His first season and a half were excellent. But the last time he was at his peak was that derby against Milan where he scored that backheel. That was midway through his second season. He was very mediocre for the 3 and half years after that. He still scored here and there, but those were exceptions amidst vastly more poor matches. He clearly wasn't himself. He was very much like Perisic is now. It's almost unanimously agreed that Perisic has been shit since that hat trick against Chievo. He's still scored 7 goals and 11 assists since then btw but he clearly isn't the player he was, just as Palacio was largely finished 1.5 years into his 5 year Inter career.
According to Di Marzio, if Candreva leaves in January Inter will go for Carrasco. Milan are also interested in him.
He was good at Atletico but don’t know about China. I’m all for a loan-with-option-to-buy kind of deal.
