i don't think valencia would sell banega cheaply. valencia kinda broke and need money. they had not sell any of their star on the cheap so far (villa, silva) and banega had becomes vital to them anyway.

we can also consider denilson of arsenal or anderson of MU who i think good young but quite experienced players but seems to be out of spotlight with their current team at the moment due to loss of form. both are good passer of the ball and perhaps their club might be willing to sell at less than 15M.

Denilson is terrible. I wouldn't pay 5mil for him, much less 15mil. Anderson is an interesting player. Not 15mil interesting, but I wonder how much United value him at.
