So Italy and France are in pot 2. Whichever group they go into is going to be tough

The tough groups are probably:

Group A, Netherlands, France, Sweden & Bulgaria

Group B, Portugal, Switzerland, Hungary

Group G, Italy, Spain

Group I with Croatia is going to be tough, a lot of teams are around the same level there

England got it quite easy

Actually group D is a tough one too, with Serbia, Ireland, Wales and Austria

Highest number of goals scored

That's even more of a case for Serbia out of those 3 groups that you named. Very good players, playing shit as a team.
