Brazil needs to do a Germany and revamp their entire infrastructure.
That's where I disagree with you. Germany pumps out products, but Brazil used to pump out talents. There is a difference.
German players are disciplined with good tactical discipline, but they rely way way less on natural talent and more on hard work.
Brazilian players were kids who played barefeet in the streets, and spent all their youth days in the streets, practicing individual technique, without much regard to tactical discipline.
You can teach tactics, systems, team work. But you cannot teach what Ronaldo and Ronaldinho did. That is something learned on your own aside from club football. And most importantly you're born with.
Germany's success is down to planning and infrastructure, while Brazil's success was down to footballing culture. A footballing culture that is slowly evaporating or is simply becoming irrelevant due to the high tempo/organization of modern football.
