It´s a matter of perspective really, my photos compared to my friends that are into photography, even though longer than when I started, are way way worse.

To be able to take the pics that I take you don´t need to invest that much time, you need a entry level DSLR with a kit lens (400/500 USD is more than enough to get started) and some practice. To reach a really good level though you need a lot of skills, a good eye for composition, time, good equipment be good with post processing (were I suck mostly because I don´t really want to spend my free time processing photos since I already have a desk job). I have a friend that´s a editing genius, he can put a 3.5/5 pic that you wouldn´t even tell it´s one of your bests to a solid 4.5 if he spends enough time around it, it´s unreal.

Like most hobbies it all comes down to how much time/money you are willing to invest to become good.
