10 years of FIFIMO it is only a professional foul if the person makes no play on the ball and deliberately fouls the person. Telles clearly makes a good attempt at the ball and even appears to get a touch on it.
I guess it is just a very close play that can be seen different ways. I do have to admit, it looks much worse at normal speed, which is what the referee saw.
