I think the two cases are a bit different. Ljungberg was Emery assistant so it was expected Arsenal would appoint him as the interim coach. Teams usually appoint the assistant or the youth team coach as the caretaker. On the other hand, Solskjaer was at Molde when Man Utd decided to hire him.

How? There are 100s of caretaker managers who didn't get full time contract, just because few of them got doesn't mean everyone will.

Arsenal are trying to sign managers and till then he will be caretaker manager, if they can't get one now then he might get run till the summer (if he is permitted as there are rumors that he lacks the badges to go beyond Feb).
