If that were true, it must be that Shaqiri is the only player we CAN sell, because otherwise we should off-load Hernanes (CAM) and our wing-backs (Nagatomo, Dodo) since they fit into such a system even less. Huh? Then selling Shaq should be last priority. He has always played as an outside forward under Mancini. We should be selling Hernanes, since he's the AM?
Probably everyone here wants to sell hernanes, guaro, Yuto, vidic, ahead of shaqiri. But there is a gap between playing football manager and dealing with real mercato
It is probable that:
1. shaqiri and mancini have personal matters which makes mancini simple DONT like him.
2. We need money, but no one want hernanes, guaro, Yuto, vidic, etc. or they only want to pay shameful money for them. 6-8 Million to sell hernanes will drag us deeper in pit for our FFP balance book.
3. Mancini want immediate quality boost, which he think perisic and current hernanes is better than current shaqiri given we need.
4. Or Mancini just want to show his power toward transfers. He want to send the signal that the player I dont want, I will not use them. better dont bring those players I dont want, and dont block the player I want.
In any of the case above (or maybe combined), shaqiri's transfer is kinda inevitable.
I dont think tactic issue means too much for the sell, as Mancini constantly switch formation between 433 and 4231, 4321 etc.
Shaqiri could be useful so dose Hernanes.

Your second point doesn't make sense as well. We technically don't need money. We just need to sell before we buy. If shaqiri is sold for 15m, we would buy perisic. And since Perisic would cost us around 20m, we'd be better off keeping Shaq.
Shaq is quite versatile, which allows him to play in different positions in all the formations you mentioned. The same can't be said about Perisic.
I'd take Perotti over Perisic, if his deal doesn't work out then that would be ideal. In fact, I'd take Perotti as first choice.
