It seems to me it’s only for Italian residents. It’s a supporters card which allows them to travel to away games etc

No it's not i've purchased one last year when I was in Milano for the derby but I noticed that I couldn't choose my country when i wanted one to order online so it seems they have some error/fault in the system. Internet sites of Italian clubs are mostly just shitty websites, i've tried to contact the customer service with some messages but I never got any answer.

That's what i tried too, in Italian. But after filling everything, when it came to last page, confirm and pay type of thing, it would give me error message about some fiscal code, which i entered a zip code of my address, but still wouldn't work.

fiscal code is something that there is only in italy, like another id number or something like this, don't fill it with zip code.

I got my SiamoNoi card shipped to Poland before moving to Milan so that has to be new.

Regarding Codice Fiscale - you can generate one online (not official and can differ from the official one) or go to an embassy in your country.

Also, I remember that when I was getting it the website was buggy. It took me few days before it started working properly. But tbf, thats normal for inter.it.
