Issue with the new stadium might the revenue projections. If it costs over 1bn, I'm not sure if it's financially a feasible project, specially if there's another new stadium + San Siro in the same city.
It's just not that anymore. Their desperation is real, given there are rumors they'd be willing to sell the stadium and the land around it to the clubs (or lease for a long, long time). Given the restrictions by whoever, they can't raze Meazza to the ground, but proper renovation and usage of the land around it for commercial purposes, that might be the way to go.
