It`s a permanent transfer masked as an option:
Loan for 1M with obligation to buy at 5M + 20% of the resale fee.

As mentioned by Il Drago, Lens can only activate the option to buy the player if they manage to avoid relegation at the end of the season.

So it`s a conditional obligation.
