Remember satriano is 21, soon 22. It's been left a little "late", this is what he should have been doing 18/19, not 21/22.
Every player is an individual.

But like said, it seems more like we are just using him to try to do money later.

How is this justified?

At Empoli you get less quality teammates, you are on the defensive pedal most of the game and the level and amount of chances you get isn't as high as at a team like Inter.
This isn't last year's Empoli. If hr were at Sassuolo or Udinese I'd be with you.

As @CafeCordoba said, it's good that he gets to find out Serie A even in this way, but unless he has an innate mentality of steel, this playing time has more negative effects than positive. And this is also the reasons why our top Primavera graduates never amount to anything.
I'm talking about minutes he'll be getting from inter. How many minutes do you forsee Satriano getting at inter right now?I'd agree with you if he'd have the same number of minutes here but he'd be lucky to get 1/5th of the minutes he'd be getting at Empoli.

Especially when Inzaghi isn't exactly known for giving playing time to youngsters. He would have got playing time when both Correa and Lukaku were injured but now Correa is back he would be wasted to the bench. We saw it last season as well during the period Correa was injured. 4 appearances in the league, 2 of which with less than 5 minutes.

Empoli was a good choice for Satriano and that's where he should stay till the end of the season.

I figured you initially said that he'd not have more goals if he played the same time at Inter.
Whether or not he'd be playing is a different thing.

Would he be scoring more if he played for the "Inter" of Belgium, Netherlands, Switzerland, Turkey, Greece or Denmark? Or is he better off at Empol? That's the point.
The staying at Inter part is whether or not limited playing time but maximized top level exposure on a daily basis would have been preferable. And I believe it would be.
It's one thing to train against Skriniar and Bastoni everyday and another to train against Empoli's backup CB.

You're giving playing time far too much importance in a player's development. This happens behind the scenes and 99% of the time players aren't involved in professional matches. They're a confidence boost but you don't earn +1 skill levels by playing more games. At least not directly.

zhang/suning scouter should brought him to Inter earlier in 2018 not in 2020 if the club really wished for developing him

Yeah this is actually a fair point. Playing matches is not the be all and end all thing.

Yea obviously he'd score more goals with better players around him if he's given the chance. But that's a different arguement.

This guy scored only once in 18 (1182 min) games for Empli, and 1 assist, a bit disappointing.
