Bottom line is Cavani is the primary penalty taker, Neymar is the 2nd. Cavani was trying to do his job, Neymar was being the brat.

If cavani had been taking the PKs and it was established formally or informally that he was the #1 for PKs - then management/the manager and not some other player (even if its neymar) should be coming in and changing that and making that clear explicitly so there is no confusion. All these players have egos and they have manage that so it doesn't spill out into the field.
